Speaker/s:

Eileen Finnegan M.Sc., CRM

Ms. Finnegan has been at the helm of Vancouver Litigation Support Services Ltd. for the

past 38 years, developing the company into a versatile boutique firm. Relying on her
science background complete with Bachelor’s and Master’s degrees, Eileen brings a
depth of understanding to the complexities facing insurers, risk managers and lawyers
with respect to medical issues. Under Ms. Finnegan’s direction, Vancouver Litigation
Support provides concise medical document reviews for a variety of clients both
nationally and internationally.


Over her career, Eileen has been involved in lunch-n-learn discussions on the intricacies
of medical documents and what can be gleaned from this type of material. She has
presented papers on deciphering and decoding medical records at a variety of conferences
including Defense Research Institute, Canadian Bar Association of BC webinar, and
other CPD seminars. To ensure she remains actively current on topics in
medicine and insurance, Ms. Finnegan routinely attends CRIMS, NICC, IMEDA,
CBABC, DRI, BCRIMA and ALFA seminars.


Ms. Finnegan is passionate about giving back to the Community, having participated in
the Ride to Conquer Cancer for the BC Cancer Foundation for many years. As well
Eileen assists the Peak-2-Peak group with fundraising which supports youth programs
and coach development for BC Alpine.

Rhonda Williams RCIC

Rhonda is well known and respected in the Canadian immigration consulting community with over 25 years of experience as a consultant. Before becoming an immigration consultant, Rhonda worked as a visa officer with postings in Asia. Since her return to Canada has carried on her professional practice in BC.

Rhonda has been an Adjunct Professor in the Faculty of Law at Queen's University in the Graduate Diploma in Immigration and Citizenship Law program since 2021. She is also a course developer in the program. Before that Rhonda was an Instructor in the Certificate in Immigration: Laws, Policies and Procedures at the University of British Columbia from 2009 until 2020.

She served on the Board of Directors of the Immigration Consultants of Canada Regulatory Council (ICCRC) for nearly seven years, and was the first elected Chair of the Board of Directors. Rhonda contributed to the Immigration Consultants Handbook in 2010 and 2011 as a subject matter expert (SME), and appeared as a SME in "True Love or Marriage Fraud" on CBC's The Passionate Eye in 2010. She speaks on Canadian immigration around the world to potential immigrants and in Canada at peer professional education events. She runs her practice in the Tri-Cities area and is the Executive Director of ImmSeminars.

Joshua Slayen JD

Joshua is a Vancouver-based immigration lawyer who provides immigration services to individual and corporate clients world-wide.

Joshua regularly assists clients with immigration processing, admissibility issues, procedural fairness matters and refusals. He frequently appears at provincial and federal tribunals and levels of Court, and is well-known for his work in accompanying clients to ports-of-entry across Canada to resolve admissibility issues and facilitate the processing of complex work permit applications. Joshua also works with individuals and families, with an emphasis on employment, investment, citizenship, humanitarian / compassionate and family sponsorship-based applications.

Joshua has a diverse background in immigration law, which has included litigating complex immigration matters, and the processing of various temporary residence, permanent residence and citizenship applications to Immigration Refugee and Citizenship Canada, the Canada Border Services Agency and international Canadian visa offices. Prior to joining Coal Harbour Law Joshua practiced immigration law with other leading immigration firms in Canada. He was first called to the Bar in North Dakota (2009), and later called to the Bar in Ontario, Manitoba and British Columbia. 

Joshua is committed to helping clients turn visions into working realities through creative and innovative immigration strategies and a client-focused approach. Joshua has been blogging for The Huffington Post since 2012. He regularly lectures on immigration matters and has appeared on various media outlets.

In addition to Joshua’s Vancouver law practice, he has offices in Surrey, Abbotsford and Prince George, British Columbia.
